Public Notice – Proposed 2020 Capital Improvements Program

NOTICE OF PUBLIC HEARING

REGARDING THE RAMSEY-WASHINGTON METRO WATERSHED DISTRICT CAPITAL IMPROVEMENTS PROGRAM

 

 

Notice is hereby given that the Managers of Ramsey-Washington Metro Watershed District

{“District”) are proceeding with its Capital Improvements Program {“CIP”) as provided by Minri. Stat. §103B.251.

 

NATURE OF IMPROVEMENT: The 2020 capital improvements are as  follows:

 

District Office Building Bond Payment 194,885
Maplewood Mall SRF Loan Debt Service 92,611
Beltline and Battle Creek Tunnel Repair Debt Service 307,463
Targeted Retrofit Projects 1,012,000
BMP Stewardship  Grant Fund 1,000,000
Project Repair and Maintenance 1,115,000
Impervious Surface Volume Reduction Opportunity Fund 1,600,000
Flood Damage Reduction  Fund 4,000,000

 

AD VALOREM TAXES: The costs of these improvements will be paid by ad valorem taxes on all property in the District, as provided by Minn. Stat. §103B.251.  The proposed budget will be

$9,321,959. Projected interest funds, grants and carry over funds will reduce the total proposed levy to $4,611,959.

 

TIME AND PLACE OF HEARING: The District will hold a public hearing on Thursday, September 12, 2019 at 6:30 p.m. at the Ramsey-Washington Metro Watershed District Office, 2665 Noel Drive, Little Canada, MN 5517 pursuant to Minn. Stat. §103B.251. Comments may be submitted in writing prior to said hearing or made in person at said hearing.

 

ALL INTERESTED PARTIES MAY APPEAR BEFORE THE MANAGERS AT SAID TIME AND PLACE AND PRESENT THEIR COMMENTS, CONCERNS, AGREEMENTS OR OBJECTIONS, IF ANY.

 

Written comments mailed to the District Office and received prior to the hearing will be reviewed at the meeting.

 

AUTHORITY: The District is acting pursuant to  Minn. Stat.  §103B.251.
